NEa

NEa is the Dutch Emission Authority, and its task is to issue CO2 and NOx emission rights and make sure that the market for trading emission rights is functioning properly.

Under the umbrella organizations of the Ministry of Infrastructure and Environment (VROM) in late 2009 NEa launched a tendering process to replace and migrate its current AREND system. O&i (one of the umbrella organizations) and Be Informed decided to submit a tender as a combination, because the technology of Be Informed and the extensive business knowledge of O&i proved to be an excellent combination.

Solution

What was the problem?
The Dutch Emission Authority (NEa) supports the implementation of emissions trading and as an independent regulator ensures that the regulations are being complied with. The NEa has the following tasks:

  • providing and updating emission permits
  • managing the CO2 and NOx registers
  • carrying out monitoring visits
  • if necessary, imposing sanctions
  • monitoring the granting of sufficient emission rights

NEa wanted to further improve the automation of its business processes.

What solution did Be Informed provide?
The system is based on open standards. Open source components are used wherever possible. Ultimately, PAN will support the following requirements at NEa:

  • creating files for business locations, organizations and individuals
  • drawing up monitoring plans
  • issuing permits
  • creating alerts
  • entering emission reports
  • drawing up an annual plan
  • drawing up an audit plan
  • researching findings
  • providing follow-up services
  • enforcing the regulations
  • implementing project management
  • implementing time registration
  • preparing reports and management information
